  1. Edit the config file to your liking
  2. run:
    files -e etc/empire/econfig
  3. run:
    fairland -ae etc/empire/econfig -R SEED NUMCONT SIZECONT
    Run "man fairland" to get more options for this command
  4. Start the empire server
  5. Create the contents from the file created in step 3:
    empire POGO peter < newcap_script
